OSC Signs $250m Conditional Loan Commitment With 6K

The Department of War’s Office of Strategic Capital has signed a $250 million conditional loan commitment with 6K, Inc. to scale domestic Nickel-Manganese-Cobalt (NMC) cathode active material production at the company’s PlusCAM plans in Jackson, Tennessee. The Department of War release dated 5 November 2026 frames the deal as OSC support for onshoring advanced battery materials. 6K’s matching announcement the same day calls it a conditional loan commitment of up to $250 million for construction and development of that domestic cathode facility.

Neither notice says money has moved. 6K states that finalisation is contingent on authorisations from relevant governmental authorities, the availability of appropriations, completion of due diligence to the Department of War’s satisfaction, and a wider set of financial, legal, technical, regulatory and other conditions “before financing is finalized and any funds are disbursed.” OSC separately says the commitment “would catalyze an additional $250 million in private capital.” That second quarter-billion is a catalytic claim attached to the conditional public commitment, not a closed private round disclosed here.

What OSC and 6K say the plant is for

OSC describes 6K as an advanced-materials company focused on critical energy and aerospace technologies, and says the firm’s UniMelt microwave plasma route synthesises finished single-crystal NMC cathode powders in a single step — a “direct-to-CAM” path that bypasses the precursor (pCAM) stage OSC calls foreign-dominated. The department ties PlusCAM output to next-generation defence platforms, uncrewed aerial systems, tactical communications and critical energy infrastructure. OSC also states that the United States produces less than 1% of its NMC cathode needs domestically, attributing that share to price pressure from foreign supply.

6K’s release adds commercial colour around the same Jackson site: metal-oxide cathode materials for defence, drones, mobility, energy storage, robotics and other advanced uses, and a closed-loop UniMelt process that converts metal or alternative feedstocks to cathode with what the company calls minimal waste. Chief executive Saurabh Ullal says the Jackson facility will support over 200 high-quality jobs while strengthening industries the company links to economic and national security. Those job and domestic-supply lines are company and department claims, not independently audited staffing or market-share figures in these releases.

How this sits next to other TSN industrial and energy posts

TSN has already covered another OSC conditional package: Neros’s $450 million conditional OSC loan aimed at a US drone industrial base. That post is the closest procedural cousin — same office, same “conditional” vocabulary, different product (airframes and supply chain versus cathode powder). On the energy-storage side, Victoria’s SEC signed a 10-year offtake for a planned Glenrowan battery that still awaits financial close before construction. Separately, Amazon, X-energy and AEP’s Indiana Xe-100 exploration tracks another long-horizon US energy build that is still at the exploration stage rather than a funded factory.

Axon’s Skydio stake is a public-safety drone distribution story, not cathode financing, so it is not forced into this piece. The useful comparison set is OSC process (Neros) plus battery and large energy projects that remain conditional or pre-construction (Glenrowan; Indiana SMR exploration).

Why “conditional” is the whole story

Readers scanning “$250 million” will over-read the headline unless the contingencies stay in the lead. A conditional loan commitment from OSC is a structured intent to finance once named gates clear. Appropriations risk sits outside 6K’s control. Diligence, technical and legal conditions sit partly with the company and partly with the department. Until those clear, PlusCAM’s Jackson build is not a completed project finance close, and the catalytic $250 million of private capital remains a proposed companion raise rather than cash in an escrow TSN can verify from these two pages.

That framing also disciplines the national-security rhetoric both sides use. OSC links the deal to Executive Order 14154 and to NDAA-compliant supply for the Department of War and commercial markets; 6K stresses Foreign Entities of Concern feedstock risk. Those are policy justifications for why OSC is at the table. They are not proof that PlusCAM tonnes are already shipping to UAS primes. The industrial fact on offer today is a dual-primary announcement of a capped, conditional commitment and a company plan to use UniMelt for domestic NMC cathode at Jackson, with job and market-share claims attached.

UK and other non-US readers should treat this as US defence-industrial financing for battery materials. Neither release announces a UK Advanced Propulsion Centre grant, a Faraday Battery Challenge award or a European cathode offtake tied to this OSC paper.

What to watch next

Three public breadcrumbs would move the file: OSC or 6K confirming financial close and first disbursement; a named private-capital syndicate matching the additional $250 million catalytic figure; or a construction start / capacity figure for PlusCAM that is locked in a later filing rather than a forward-looking press line. Until then, the dual primary record for 5 November 2026 is a $250 million conditional loan commitment — up to that amount on 6K’s wording — for NMC cathode active material in Jackson, Tennessee, with funds still undisbursed.
