Four EU Telcos Explore a Joint Bid for Satellite-to-Phone Spectrum

In brief

  • Telefónica says Deutsche Telekom, Orange, Telefónica and Vodafone have signed a Letter of Intent to explore a potential joint bid for Europe’s Mobile Satellite Services (MSS) spectrum.
  • For European mobile customers and regulators, the pitch is Direct-to-Device (D2D) coverage and resilience under European governance — without the four operators building a constellation themselves.
  • What’s still unknown: spectrum band, satellite partner, cost and timeline. None are in the release. They are only exploring a bid.

This is not a won auction and not a signed constellation deal. Read every ambition below as intent under an LOI.

What did the four operators say they signed?

On 19 October 2026, Telefónica’s press room published a joint notice: the four “have signed a Letter of Intent to explore a potential joint bid for the future allocation of spectrum for Mobile Satellite Services (MSS) in Europe.”

The same release says the LOI “does not replace existing satellite partnerships.”

Why does Direct-to-Device matter here?

The operators say the initiative would give all mobile network operators “open and non-discriminatory access to offer Direct-to-Device (D2D) services,” through a model meant to foster competition, cut fragmentation and expand consumer choice across Europe.

Stated aims include universal coverage in underserved areas, stronger public-network resilience, protecting critical communications, and support for “the development of a European constellation.”

They also frame the move as supporting the European Commission’s ambition on sovereignty, security and resilience in critical connectivity.

Will they build the satellites?

No — not under this wording. The four “plan to establish key ground network infrastructure as well as critical coordination and monitoring functions in Europe, without investing directly in a satellite constellation.” That constellation “will be provided by a satellite partner still to be selected.”

What has not been announced?

  • Which MSS band or licence package
  • Who the satellite partner would be
  • Capex, revenue share or bid timing
  • Any firm commitment to file a bid

Our read

Four large European MNOs coordinating on MSS spectrum is a sovereignty and wholesale-access story: they want European governance and open D2D resale, while leaving the birds to a partner. Until a band, partner and bid date appear, the LOI is a positioning signal in the satellite-to-phone race, not a network you can buy tomorrow.

What’s still unknown?

  • Whether a joint bid is actually filed
  • Satellite partner and technology choice
  • How this sits beside each group’s current satellite deals
