Oracle and OpenAI Expand Pact With 4 Products, From ChatGPT to Codex

Oracle and OpenAI have announced an expanded partnership built around four new Oracle products that run on OpenAI’s models and tools. They range from plugins that bring Oracle business software into ChatGPT to a managed security-testing service using OpenAI’s cyber models.

Oracle set out the plans in a press release at its AI World event in Las Vegas on 27 October. OpenAI published its own account the same day. OpenAI’s post adds one change that applies now: Oracle customers in the US can buy OpenAI products through Oracle’s own marketplace.

The four products

Oracle names four offerings.

Oracle AI Workspace. Oracle says this brings OpenAI’s models together with its applications, data and cloud services in one place. “Through the plugins in ChatGPT on Oracle AI Workspace, employees can access information, complete approved business workflows, and take action alongside Oracle systems,” the release says. It is designed to connect Oracle Fusion Applications, NetSuite, Oracle AI Database and Oracle Cloud Infrastructure (OCI). Oracle says it keeps “the governance, approvals, and controls required for enterprise operations”. OpenAI says Oracle “is developing” the product. It gives the example of a new finance team member using ChatGPT to look into costs and see what remains before month-end close.

Oracle AI Security Mesh. Oracle calls this “a managed service that uses OpenAI cyber models”. It is meant to find and fix vulnerabilities in applications and infrastructure across OCI, other clouds and on-premises systems. According to Oracle, “Customers define where testing is authorized and control its scope”, while Oracle runs the safeguards “to reduce the risk of outages or business disruption during testing”.

Oracle App Composer. Oracle says staff can build business applications with Codex, OpenAI’s coding agent, “without requiring coding expertise”. Oracle then deploys and runs them on OCI with identity, permissions, audit and life-cycle controls. App Composer also supports APEXlang, which Oracle describes as “a new Oracle technology” that avoids “opaque application code that is difficult to maintain”.

Oracle AI SMB Bundle. Oracle calls this a “free-to-start packaged offering that provides $12,000 in Oracle cloud credits each year” for small businesses. It includes ChatGPT Business, AI Workspace, Codex, App Composer, OCI and NetSuite QuickStart for invoicing and cash flow. Oracle adds: “Terms, conditions, and restrictions apply.”

Neither company gives launch dates for the four products. Oracle’s release says the timing and pricing of the features “may change”.

Buying OpenAI through Oracle

The most immediate change is in procurement. According to OpenAI, “Oracle customers in the U.S. can purchase access to the OpenAI API, Codex, and ChatGPT Work through Oracle Marketplace, using existing procurement processes and eligible Oracle Universal Credits.”

OpenAI also says the deal “builds on our commercial relationship across the OpenAI API, ChatGPT Work, and Codex”. It says “Oracle reported 130,000 active ChatGPT users and more than 95,000 active Codex users” inside the company. According to OpenAI, Oracle’s recruiting team now prepares market research in 15 to 20 minutes, work that “once took two to four days to compile”.

The two chief executives framed it in broad terms. “OpenAI is transforming how enterprises solve business problems, from chat, to coding, to analytics, to autonomous agents,” said Oracle chief executive Clay Magouyrk. OpenAI president Greg Brockman said the partnership puts “frontier AI into everyday operations so teams can build software faster, strengthen security and take on more complex knowledge work”.

How this differs from Monday’s Fusion news

On Monday, TSN reported that Oracle plans to open its Fusion apps to ChatGPT through Fusion Companion and set out a four-layer trust plan. That was Oracle’s announcement about its own application suite. Tuesday’s news comes from both companies and covers a wider range: security testing, app building, a small-business bundle and a new way to buy OpenAI.

It also sits alongside Oracle’s other AI World news. Also on Tuesday, Oracle put its first three own-built AI media models into a US beta. For text, code and cyber work, today’s products run on OpenAI’s models instead. Oracle has also been adding outside AI hardware to its cloud, including NVIDIA’s Vera Rubin systems and Google’s TPUs from 2027.

Why the deal matters to both sides

For Oracle, the four products follow one pattern. OpenAI supplies the model or the agent, and Oracle supplies the data, permissions, hosting and controls around it. In each case Oracle’s description puts its own layer in charge of what the AI can reach: approved workflows in AI Workspace, customer-defined test scope in Security Mesh, and Oracle-run deployment in App Composer. That lets Oracle sell OpenAI’s tools while keeping its applications and cloud at the centre of the customer relationship.

For OpenAI, the main gain is distribution. The Marketplace route lets US Oracle customers pay for OpenAI products with existing Oracle credits and buying processes. That could make buying simpler for large firms that would otherwise need to sign up OpenAI as a new supplier. The ChatGPT plugins could also bring daily Oracle users into ChatGPT.

Several things are still unclear. Neither company gives a release date for AI Workspace, Security Mesh or App Composer, and OpenAI describes AI Workspace as still in development. Oracle gives no prices beyond the “free-to-start” bundle and its $12,000 yearly credit, and it says terms apply. The usage figures come from Oracle’s own staff, as reported by OpenAI, rather than from customers. Whether Oracle’s controls work as described will be clearer once customers can test the products themselves.
