EU and China Say They Will Ease Rare-Earth Export Licences. It Is an Understanding, Not a New Rule

After two days of talks in Beijing, the EU and China published a list of agreed outcomes on 9 October 2026. One line says China will keep making it easier for EU buyers to get licences to import rare earths (metals used in strong magnets) and magnets. It is a stated intention. It sets no volumes and no dates.

What was agreed

Confirmed: the joint outcome list says this. The EU’s annex to the second meeting of its Trade and Investment Consultations, held on 8 and 9 October, says under “Export controls” [1]:

“China is willing to continue facilitating export licenses for the supply of rare earths and permanent magnets to the EU through the fast-track mechanism. The EU side will continue to work with Member State authorities to facilitate specific priority licences to China among dual-use sectors.”

(“Dual-use” means goods with both civilian and military uses.) Xinhua’s report of China’s Ministry of Commerce statement says the same thing in its own words, calling the route a “green channel” [2]. It says the two sides agreed 16 points. Neither text defines the mechanism, and TSN cannot tell from them whether “fast-track” and “green channel” are exactly the same thing.

What the EU’s trade chief said

Maroš Šefčovič said: “we have reached a shared understanding to further facilitate China’s export licensing for rare earths and permanent magnets.” He added: “It is a crucial first step – but only a first step – in the process of rebalancing” [1]. CNBC reported that he “did not elaborate on a timeline for the rare earth exports” [3].

What “facilitating” does and does not mean

An export licence is a permission an exporter must obtain before shipping. The text talks about making licences easier to get, which implies they are still needed. Nothing in the annex or in Xinhua’s report removes or suspends China’s export controls. The annex does say the two sides “discussed the possibility to investigate structural facilitation measures for compliant dual-use exports” [1]. That is a possibility, not a decision.

The same package

Šefčovič also described an understanding on hybrid cars, which he said “opens the prospect of cutting China’s exports by more than a half” [1]. The annex gives no numbers for hybrids, and he said the EU’s leaders still make the final decision [1]. This post covers only the rare-earth line.

What this does not show

  • A rule change. The controls are not lifted.
  • Volumes. No tonnage, share of licences or approval times.
  • Dates. No start date or deadline for the rare-earth line. The next steps named are a ministerial video conference in January and a third meeting in March 2027 [1][2].
  • Which materials. No list of elements or magnets.
  • That it will work. Šefčovič called it a first step.

The Bottom Line

The EU and China say China is willing to keep easing rare-earth and magnet licences for the EU. Until volumes, timing and the materials covered are published, it is an intention on paper.
