Taiwan’s economy minister Kung Ming-hsin told Bloomberg that Taiwan plans US industrial parks for small and mid-sized suppliers to TSMC and AI server assemblers including Foxconn, starting with one park in Texas whose construction cost could reach up to US$4 billion, Central News Agency reported on 16 October 2026 (13:18 Taipei time), relaying the Bloomberg interview and Taiwan’s Ministry of Economic Affairs response.
This is a reported plan, not a completed land deal or a published government appropriation of US$4 billion.
What Kung told Bloomberg (via CNA)
According to CNA, Kung said:
- the parks would support mid-sized suppliers needed by NVIDIA’s main production partner TSMC and AI server assemblers such as Foxconn
- the programme starts with one Texas park, with construction cost up to US$4 billion (“最高可達40億美元”)
- each future park would cost about US$2 billion to US$4 billion
- the government plans more than one park in the United States
- the aim is a long-term supply chain that also involves US firms and local labour, not only Taiwanese companies
Treat the dollar bands as the minister’s figures as reported by CNA/Bloomberg, not as signed contracts.
What MOEA says about money and land
Taiwan’s Ministry of Economic Affairs (MOEA) told CNA that the Bloomberg item refers to a park plan Kung had already described, to be pushed jointly by the government and TEEMA (Taiwan Electrical and Electronic Manufacturers’ Association). Investment would follow “companies fund, government assists” (業者出資、政府協助): related funds would be raised by the companies, with MOEA and TEEMA cooperating on promotion.
On whether Taiwan has already secured land in Texas, MOEA said it “will explain at an appropriate time.” Land is therefore unconfirmed. Do not write that a Texas site has been secured, and do not write that the Taiwanese government is putting up the US$4 billion.
CNA also notes TEEMA chairman Liu Young-way had previously said overseas science-park evaluation sites included Arizona, Texas, Mexico, Poland and India — colour on the association’s wider scouting, not confirmation of a Texas parcel.
What this is not
- Not a statement that land is closed or titled
- Not a claim that Taipei is directly financing a US$4 billion build from the budget as the primary funder
- Not coverage of any Terafab / Tesla–SpaceX sublease speculation from other outlets (not in the CNA text used here)
Context from earlier TSN coverage
Taiwan’s chip and server supply chain is already stretching across new fabs and US tools partners. TSN covered TSMC’s additional 3nm fab plans in Tainan, Elon Musk’s Terafab remarks that limited TSMC to a sublease role, and Applied Materials’ EPIC R&D centre in Sunnyvale with TSMC among partners. A Texas supplier park would sit downstream of those capacity and geopolitics stories: not another leading-edge fab announcement, but a bid to relocate the SME layer that TSMC and Foxconn-class assemblers need near US customers.
Why it matters
US AI hardware demand has pulled advanced packaging, servers and tools west; smaller Taiwanese parts makers often cannot fund a US footprint alone. A TEEMA-backed park model with government “assist” is Taiwan’s stated answer — if land and private capital actually materialise. Until MOEA confirms a site, the story is political intent and a cost envelope, not a groundbreaking.
What’s still unknown
- Whether any Texas land has been optioned or purchased
- Which companies would put up the first park’s capital, and on what timeline
- How “government assists” translates into incentives versus cash
- Where later US parks would sit after Texas
What to watch
Watch MOEA or TEEMA for a land or lead-tenant announcement, and any US state economic-development notice that names the same park.
What this means
- Reported plan: first Texas park for TSMC/Foxconn suppliers, up to US$4bn construction cost (Kung via Bloomberg/CNA).
- MOEA: companies fund, government assists — not “government funds $4bn.”
- Land not confirmed; MOEA deferred detail to an “appropriate time.”
