OpenAI will put ChatGPT and Codex on a single usage allowance from December for Plus, Pro and Business subscribers. Usage across both will be counted in tokens, the company says in an updated Help Center article, while quick Instant chat will not count towards the limit at all.
The change is set out in OpenAI’s Help Center guide to ChatGPT and Codex usage limits, updated on about 31 October. “Starting in December, Plus, Pro, and Business plans’ usage allowance will be shared across ChatGPT and Codex as we bring the agentic capabilities of Work into the main ChatGPT experience,” it says.
What changes for Plus, Pro and Business users
OpenAI’s release notes already refer to a “Work and Codex allowance” on paid plans, covering Codex, its coding agent, and ChatGPT’s agentic Work features. From December, the Help Center page says, “your usage for ChatGPT and Codex will be measured in tokens”, the units of information a model processes and generates. How much each request uses “will depend on the model you choose and the task you ask it to do”, and more advanced models and complex tasks generally use more.
Not everything counts. “Instant chat will not draw from your usage,” the article says, so ordinary quick conversations stay outside the shared pool. Subscribers will be able to see combined usage and reset times under Settings, then Usage. When they hit the limit, they can wait for the reset, upgrade their plan or buy credits.
OpenAI’s message on limits is reassuring but not specific. “We expect most users won’t need to wait for their usage to reset more often than they do now,” the page says. It does not give a December date, token amounts for each plan, or any detail for Free, Enterprise or Edu accounts.
Work features are moving into the main ChatGPT app
The pooling follows OpenAI’s plan to fold Work into ordinary ChatGPT. According to an OpenAI email to subscribers seen by BleepingComputer, the company will test combined Chat and Work tabs with a small group “in the coming weeks”. “This will enable you to move from exploring an idea to having ChatGPT carry it through, all in one place,” the email says, adding: “Your use of ChatGPT and Codex will draw from the same allowance.” Codex will stay a separate experience in the ChatGPT desktop app, BleepingComputer reported.
Work has been OpenAI’s push into office tasks; TSN covered Uber’s rollout of ChatGPT Work to more than 30,000 employees.
Pro allowances were doubled days earlier
The change comes days after OpenAI raised allowances for its top plans. Its release notes for 29 October say: “Pro 100 and Pro 500 plans now include twice their previous Work and Codex allowance.” The same entry cancels a cut to Pro 200 announced by email on 29 September: subscribers on the lower allowance get twice their previous Work and Codex allowance, “bringing them up to the same limit”. The change also applies to Business Premium. Thibault Sottiaux, who works on Codex and ChatGPT at OpenAI, posted about the doubling on X, and the official OpenAI account reshared it.
Why one token budget changes the maths for heavy users
A shared allowance is simpler to explain, but it changes who feels the squeeze. As Work’s agent features move into the main ChatGPT experience, more of what people do in ChatGPT will draw on the same budget as Codex. Heavy coding days will eat into what is left for research or document tasks, and the reverse. People who mostly use Instant chat, or only one product, should notice little, which fits OpenAI’s expectation that most users will not hit resets more often.
Counting in tokens also ties the price of a subscription more closely to compute. Tasks that read large codebases or run for a long time cost OpenAI more, and token metering passes that cost through as faster use of the allowance, not as a bigger bill. The outlet for those who need more is now clear: upgrade or buy credits. That pattern is familiar from developer tools, including the Pro-tier Codex features OpenAI has rolled out this year.
The missing numbers are the real story to watch. Without token amounts per plan, subscribers cannot yet tell whether the shared pool is bigger or smaller than their current separate limits, and the 29 October doubling makes the starting point harder to compare. Businesses buying seats, including through partners such as Oracle, which TSN reported is expanding its OpenAI deal from ChatGPT to Codex, will want those figures before December.
What to watch
OpenAI has not yet given a start date or token figures. The next signals are the combined Chat and Work test in the coming weeks and any update to the Settings usage page as December nears.
