DOE Plans Up to $50m DPA Funding for Virginia–West Virginia Transmission

The U.S. Department of Energy announced on 16 October 2026 its intent to deploy Defense Production Act (DPA) funding to accelerate transmission capacity expansion in Virginia and West Virginia.

Virginia Energy’s Grid Enhancing Technologies for Virginia & West Virginia Large Load Growth project will receive up to $50 million in DPA funding, DOE said, to deploy advanced transmission technologies on existing power lines to increase electricity delivery capacity, reduce congestion and support growing energy demand across the region.

What the proposed project would do

According to DOE, the proposed project will deploy advanced reconductoring and Dynamic Line Rating technologies along existing transmission corridors, adding an estimated 290 megawatts of transmission capacity across Appalachian Power’s Virginia system, one to four years faster than conventional transmission upgrades.

The project is a proposed 48-month effort led by Virginia Energy in coordination with Appalachian Power, Potomac Edison and regional partners. DOE frames it as a demonstration of how advanced conductors and real-time transmission monitoring can expand capacity using existing infrastructure.

Policy wording — keep it precise

DOE’s release describes the purpose as strengthening grid reliability and infrastructure essential to national defense, and supporting growing energy demand. It refers to “large load growth” in the project title and text. DOE does not name data centres in this announcement. Do not add a data-centre rationale as if it were DOE’s stated framing.

DOE also notes that $1 billion in federal funding has been appropriated for energy-related projects deemed critical to national security, and that Presidential Determination No. 2026-10 identifies transmission lines and conductors, substations, and power-control and protection equipment as essential to national defence.

Quotes from DOE

Energy Secretary Chris Wright said deploying DPA funding to secure and expand electricity access in Virginia and West Virginia strengthens the nation’s energy security.

Office of Electricity Assistant Secretary Katie Jereza said: “A stronger electric grid doesn’t always mean building more power lines. Sometimes it means making better use of the ones we already have.”

Why grid-enhancing tech matters here

Reconductoring and dynamic line rating squeeze more usable capacity from corridors already built — faster than new lines. DOE’s DPA framing ties that to national defence and large load growth without specifying which loads. DOE also says the improvements will make the power grid more reliable, lower electricity costs, and help ensure communities, businesses, military operations, and government and defence-related industries across the region have dependable power, especially during times of high demand or power disruptions — again, DOE’s general wording, not a named hyperscaler list.

What’s still unknown

  • Final award size within the “up to $50 million” envelope
  • Exact corridor segments and commissioning milestones inside the 48-month proposal
  • Any further detail on which “large loads” the project is sized for

What this means

  • DOE intent: up to $50m DPA funding for Virginia Energy’s VA–WV grid-enhancing project.
  • Tech: advanced reconductoring + Dynamic Line Rating; ~290 MW on Appalachian Power’s Virginia system; 1–4 years faster than conventional upgrades (DOE).
  • Proposed 48-month project; DOE cites large load growth — does not name data centres.
