MEEZA announced on 15 October 2026 that it and Microsoft have announced plans to bring Microsoft Sovereign Private Cloud to organisations in Qatar, with Azure Local as the foundation.
Read that carefully: these are plans for a planned service model, not a completed nationwide rollout. The release does not disclose capacity, pricing or a go-live date for every government workload in the country.
Planned division of labour
Under the planned model, MEEZA says:
- Microsoft will provide the Azure Local technology underpinning the environment.
- MEEZA will provide Qatar-based data-centre infrastructure, hardware, connectivity, deployment and ongoing managed services.
The offering is aimed at government entities, regulated industries and other organisations that need to modernise critical workloads and advance AI adoption with greater local control over data, infrastructure and operations. Workloads would run on cloud-consistent infrastructure deployed and operated within Qatar, delivered from MEEZA’s local data-centre environment.
Hybrid cloud, DR and the government network
MEEZA describes a hybrid-cloud approach: selected workloads in MEEZA-hosted Azure Local environments, with connections to Microsoft Azure public-cloud services where appropriate. High-capacity connectivity is planned to link customers’ private-cloud environments with Azure, including the ability to replicate and recover eligible workloads between Azure and MEEZA-hosted Azure Local — subject to the services and architecture each customer chooses.
For government entities, MEEZA’s connectivity to Qatar’s Government Network is planned to provide a dedicated route to eligible Azure Local workloads without relying on the public internet. Again, that is a planned capability in the announcement, not proof every agency is already on it.
What executives said
Mohamed Ali Al-Ghaithani, MEEZA’s chief executive, said the offering combines Microsoft Azure technology with MEEZA’s local infrastructure, connectivity, data centres and managed services so customers get a comprehensive cloud environment delivered and managed locally in Qatar.
Ahmad El Dandachi, country general manager for Microsoft Qatar, said Sovereign Private Cloud with Azure Local brings Azure capabilities into locally operated environments and gives customers greater control over where infrastructure, workloads and data reside — balancing cloud and AI innovation with sovereignty, resilience, security and operational control.
Why “plans” matters
Sovereign cloud announcements often blur intent and inventory. MEEZA’s wording — “announced plans”, “planned service model”, connectivity “planned” — keeps this in the commitment / design bucket. Until MEEZA or Microsoft publish customer go-lives, megawatts or SKUs, do not describe a finished national platform.

Qatar’s MEEZA deal is the local-DC + Azure Local variant of that theme.
What’s still unknown
- Commercial launch timing, regions and first customers
- Capacity, pricing and which Azure services are in-scope on Azure Local
- How government-network routing will be certified and audited
What this means
- MEEZA + Microsoft plan Microsoft Sovereign Private Cloud in Qatar on Azure Local.
- Microsoft: tech; MEEZA: Qatar DCs, hardware, connectivity, managed services.
- Planned hybrid/DR and government-network route — not a finished nationwide launch.
