Four defence-technology items landed between 8 and 9 October 2026. Two are company announcements, one is a bill that has not passed, and one is a small reported order. TSN describes them factually; it takes no position on them and offers no investment advice.
EOS: a conditional £370m counter-drone contract with a Gulf state
Confirmed (company ASX release); the contract is conditional. Electro Optic Systems (EOS), an Australian defence company, says it “has entered into an agreement” with “the government of a Middle Eastern Gulf state (a Gulf Co-operation Council or GCC member)” for “a nation-wide, counter-drone defence system valued at £370m (~A$700m)”. EOS calls it “the largest contract ever secured by EOS” [1]. The customer is not named, and TSN will not guess.
The system is built around NiDAR, a command-and-control platform EOS gained by buying MARSS. EOS is “prime contractor and systems integrator”, and the contract includes third-party sensors (“electro-optical, radar and sonar”) and an “initial supply of third-party effectors” [1].
Work cannot start yet. EOS lists conditions: a 10% performance bond (£37m), already provided on 12 August 2026; “a bank guarantee of £74m, and an advance payment of the same amount being paid by the Customer”; and export licences “within two months following receipt of necessary documentation from the Customer”. EOS says “there is no guarantee if or when this will occur”, and the customer may terminate if conditions are not met [1]. EOS expects “over 80% of revenue” within 12–24 months of the contract becoming unconditional, with about 20% for four years of support [1].
Shield AI: $150m Navy modification for X-BAT
Company announcement. Shield AI says “the U.S. Navy has executed a $150 million modification” to an existing Other Transaction (OT) agreement to advance X-BAT, which it describes as “an AI-piloted, vertical takeoff and landing (VTOL) fighter aircraft”. Shield AI says it will put in $150 million of its own capital [2]. TSN has not seen a Navy statement.
The $400 million is Shield AI’s count. It adds a separate $50 million Navy funding action from August, plus $50 million of its own, to reach “announced public and private commitments to X-BAT” of $400 million. On those figures the government share is $200 million; $400 million is not a Navy contract [2]. Shield AI also says X-BAT “is scheduled to begin flight testing later this year” (company claim) [2].
S. 5601: reporting rules for large AI contractors (a proposal)
Proposal, not law. The Insider Threat Reporting and Security Guidance Act of 2026 was introduced on 29 September by Senators Jim Banks and Kirsten Gillibrand and “referred to the Committee on Armed Services” [3]. That remains its latest action [4]; it was first reported this week [5].
The bill text would require the defence secretary, within 180 days of enactment, to set reporting rules for “covered” AI contractors: those with Pentagon AI contracts totalling at least $100 million that also spent at least $1 billion on AI research and development over three years, or that use a model from a developer that did [3]. Contractors would report security practices and incidents such as model-weight theft, flag “acute” national-security risks within 72 hours, and recertify “not less frequently than once every 90 days”. The secretary would then notify the armed services committees within seven days [3]. Voluntary insider-threat guidance is also required [3].
Gillibrand told DefenseScoop the Pentagon is deploying powerful AI “without commonsense guardrails in place”; Banks said the bill gives it “the visibility it needs to stop insider threats” (statements) [5].
Indian Army: 225 FPV drones
Reported. The Times of India says the Indian Army “has placed an order for 225 First-Person View (FPV) drones” after trials “at altitudes of up to 17,500 feet” [6]. According to a summary of a disclosure by Innovision Ltd, its subsidiary Aerodrone Robotics will supply 225 seven-inch FPV drones worth Rs 1,97,48,450.25 (about Rs 1.97 crore) within six months [7]. TSN has not read the filing itself.
What this does not prove
- That EOS will deliver the system. The contract depends on a bank guarantee, an advance payment and export licences, and may be terminated [1].
- That the Navy committed $400 million. The government share Shield AI describes is $200 million; X-BAT has not yet flown [2].
- That S. 5601 will become law. It sits in committee with no hearing or markup reported [3][4][5].
- The Indian order’s value from an official source. It comes from a summary of a company disclosure [7].
The Bottom Line
EOS has signed its largest contract, but it is conditional. Shield AI’s $400 million is a company tally, half of it its own money. A bipartisan Senate bill would make big AI contractors report security incidents to the Pentagon, but it is only a proposal. India’s FPV order is small. Each is a step, not an outcome.
