Snowflake has announced its intent to partner with Bleu and to collaborate with Orange Business on a sovereign AI Data Cloud aimed at France’s regulated markets. The company published two blog posts on 15 October 2026. Neither presents a finished commercial deal.
What Snowflake says it intends to do
With Bleu, Snowflake says it wants to combine Bleu’s nationally operated “Cloud de Confiance” infrastructure with Snowflake’s data and AI capabilities “operated by a European partner.”
With Orange Business, Snowflake says it intends to use Orange Business as an “operating partner in France” to deliver a “sovereign-by-design” data and AI platform built on sovereign infrastructure “such as Bleu.” Platform operations — including administration, monitoring, support and incident response — “will be conducted by European teams subject to EU law,” and “customer contracts will be established directly with Orange Business.”
Certification status — targeting, not qualified
Snowflake says Bleu holds ISO 27001 and HDS (French health data hosting) certifications and “is targeting qualification under France’s SecNumCloud 3.2 framework.” Separately, it says the planned environment “will be engineered to support ANSSI’s SecNumCloud qualification pathway and align with SEAL operational frameworks.”
That is a pathway and a target. Snowflake does not say the offering is SecNumCloud-qualified today.
Tech points Snowflake emphasises
Snowflake says customers will be able to keep data in Apache Iceberg on their own customer-controlled S3-compatible storage, which it argues helps mitigate “kill switch” scenarios. Through Cortex AI, it says customers can switch models “without changing their application code or data pipelines.”
Quotes
“Our customers in France’s regulated sectors have been clear: they need a data platform that is not just hosted in France, but run by France,” said Dayne Turbitt, Snowflake’s SVP for EMEA.
Aliette Mousnier-Lompré, Directrice Générale of Orange Business, said French institutions need “world-class innovation backed by uncompromised local governance.”
Jean Coumaros, Président of Bleu, said French organisations “shouldn’t have to choose between data sovereignty and state-of-the-art AI capabilities.”
Snowflake’s own caveats
Both posts carry forward-looking statements. On the Orange Business collaboration, Snowflake says plans are “subject to ongoing development, partner agreements, regulatory qualification processes, and commercial finalisation.” The Bleu post similarly says the partnership and capabilities are “subject to ongoing development, partner agreements, and regulatory processes,” and that actual results may differ. No launch date, pricing or named customers were published.
What this means
- This is an intent announcement. Snowflake has not said contracts, launch dates or qualification are done.
- SecNumCloud is a goal, not a badge yet. Bleu is described as targeting SecNumCloud 3.2; the environment is to support the pathway.
- Operations and contracting are meant to sit with European partners. Snowflake points to Orange Business for ops and customer contracts under EU law.
