Malaysia’s Budget 2027 Says a Sovereign AI Cloud Is “Now Being Planned”, With No Cost, Size or Date

On 9 October 2026 Malaysia’s Prime Minister and Finance Minister, Anwar Ibrahim, presented the country’s 2027 budget in the Dewan Rakyat, the lower house of parliament. One line says a sovereign AI cloud is being planned. It is a plan, not a build: the speech gives no price, size, site, operator or date.

What the speech says

Confirmed (official speech text). Under the heading “AI for Rakyat” (“rakyat” means the people), the speech says: “THE SOVEREIGN AI CLOUD NOW BEING PLANNED WILL ENSURE THAT THE RAKYAT’S DATA AND THE NATION’S STRATEGIC INFORMATION REMAIN UNDER MALAYSIAN CONTROL.” [1][2] The speech prints that line in capitals and does not define the term. Generally, a sovereign cloud means computing and storage kept under a country’s own control; what Malaysia means in practice is not stated.

How firm is it?

The speech introduces the Supply Bill (2027), which authorises next year’s spending, and Parliament has yet to pass it [2]. This is an announced plan inside a budget not yet passed.

Some headlines link the plan to “6 billion ringgit”. That figure is for something else: the speech says “6 billion ringgit will be allocated to intensify research, development and commercialisation of innovations across ministries” [2]. Its 25 billion ringgit is what government-linked investment companies are to mobilise in domestic investment [2]. Neither is a cost for the cloud.

  • “another 100 thousand free AI subscriptions” for young people, “while extending it to new AI applications such as ChatGPT” [2].
  • “AI Malaysia Berhad will receive almost 15 million ringgit to reinforce a safe and ethical AI ecosystem, towards a target of 200 thousand AI skilled workers” [2].
  • “MDEC fund of 30 million ringgit will help 4,000 MSMEs adopt AI and automate their operations. This programme will also train and certify 5,000 AI professionals.” [2] MSMEs are micro, small and medium businesses.

What this does not show

The speech gives no cost, capacity, number of GPUs (the chips that run AI), location, operator or date, or who would build it. The English text is a translation of the Bahasa Malaysia original, which prevails if the two differ [2].
