Starling to Train a Transactional Foundation Model With NVIDIA on Civo’s UK Cloud

Starling Bank is building a transactional foundation model with NVIDIA that will be trained and hosted on Civo’s UK sovereign cloud, Civo said on 14 October 2026. Starling presents the project as “the first banking model to be trained and hosted within a UK sovereign cloud.” That “first” is the companies’ claim.

What Starling says it is building

According to the Civo release, the model will be trained on proprietary Starling data from over 15 billion anonymised transactions and, in time, form a single intelligence layer called “Starling Intelligence.” It will use NVIDIA’s Transaction Foundation Model developer blueprint, including CUDA-X libraries and NeMo AutoModel.

Starling intends to put the model into production in early 2027, first to improve fraud detection and then to augment Starling Assistant.

Harriet Rees, Starling’s group CIO and UK Government AI Champion for Financial Services, said the bank wants “a single intelligence layer that’s trained entirely on the specific needs of our customers” and to support “home-grown cloud infrastructure.” Mark Boost, Civo’s chief executive, said AI will deliver lasting value “if it’s built on secure, resilient, sovereign infrastructure.”

The release says the work follows the UK Government’s Financial Services AI Adoption Plan, co-authored by Rees and published in July 2026.

Computer Weekly’s caveats

Computer Weekly reported that Starling tokenises the data in its existing Google Cloud environment before it reaches Civo. It also reported that Sebastian Khan, Starling’s technical lead on the model, said the more-than-15-billion figure “is preliminary.”

What this means

  • The project is confirmed by Civo and Starling. Training is framed on Civo’s UK cloud with NVIDIA’s stack.
  • “First” is a company claim. It is not an independently verified industry ranking.
  • Sovereignty has limits in the reporting. Computer Weekly notes tokenisation still happens on Google Cloud, and that the transaction count is preliminary.
